A fire broke out at the Rosneft refinery in Russia’s Ryazan region after a Ukrainian overnight drone attack. Ryazan Governor Pavel Malkov said the material damage was being assessed and that emergency teams were working at the facility.
The refinery, which plays an important role in Moscow’s fuel supply, accounts for 5 percent of Russia’s total crude oil refining capacity. The facility temporarily suspended operations after drone attacks in May, July and September.
Zelenskyy says attacks on Russian refineries have resumed
Ukrainian President Volodymyr Zelenskyy said in an interview published on Thursday that attacks on Russian refineries had been halted for three days. Zelenskyy said the decision was made to comply with U.S. President Donald Trump’s announcement of an energy ceasefire.

Zelenskyy said the operations resumed after Moscow continued attacking Ukraine’s power grid and fuel depots during the same period. “The obstacle to attacks on the refineries has been removed. It is over now,” Zelenskyy said, calling for Ukraine to receive more U.S.-made Patriot interceptor systems in exchange for halting energy attacks.
Kremlin says Kyiv failed to comply with the ceasefire
Kremlin spokesman Dmitry Peskov said Moscow had never believed that Kyiv was complying with the ceasefire. Peskov said the attack on another Russian refinery was not a new development and argued that Ukraine’s actions against energy facilities contradicted the peace-process efforts of U.S. mediators.
Peskov also claimed that efforts to launch the peace process had been obstructed by the Ukrainian administration and Zelenskyy’s unwillingness to pursue peace.
Peskov also said significant quantities of Russian diesel fuel had begun entering U.S. and global markets under the latest agreement between Moscow and Washington. Peskov said this would contribute positively to the stability of oil markets but would not ensure full stability on its own, and accused European countries of taking a destructive stance toward the diesel agreement.
Russia and Ukraine give different figures for the air attacks
Russia’s Defense Ministry said air defense systems had intercepted 166 Ukrainian drones overnight. Ukraine’s Air Force said 580 Russian drones had attacked the country during the same night and that 536 had been shot down.

Three people were killed and six injured in the attack in Ukraine’s central Kirovohrad region, which targeted critical infrastructure, transport companies, logistics facilities and homes. The assessment of the extent of the material damage at the Ryazan refinery is ongoing.
Russia and Ukraine trade statements over the Ryazan and Saratov refineries
Russian Deputy Prime Minister Alexander Novak had claimed a day before the confirmed attack that Ukrainian forces had struck refineries in the Saratov and Ryazan regions. Ukrainian officials described Novak’s statement as false.
