The environmental future of the Caspian Sea was at the center of a message delivered by Turkmenistan’s President Serdar Berdimuhamedov on Aug. 12. Berdimuhamedov listed the protection of the sea’s unique ecosystem, biodiversity, and rare plant and animal species among Turkmenistan’s priorities.
The Turkmen president made the assessment in a message sent to participants of the scientific and practical conference titled “Protecting the Caspian Sea Ecosystem: Regional Cooperation and Sustainable Development.”
The Caspian’s legal and geopolitical framework
Berd Berdimuhamedov described the Caspian Sea as a body of water representing peace, friendship and good-neighborly cooperation. He said that, alongside its natural features and rich biodiversity, the sea also carries economic and geopolitical importance.
Berd Berdimuhamedov said the peoples living along the Caspian coast had established commercial, economic, cultural and humanitarian ties throughout history. He added that the first Caspian Summit, held in Ashgabat in April 2002 at Turkmenistan’s initiative, marked a turning point in cooperation among the littoral states.
He said the summit paved the way for decisions aimed at advancing regional political dialogue, strengthening mutual trust, determining the status of the Caspian Sea and establishing an international legal framework for protecting the marine environment.
The message cited the Convention on the Legal Status of the Caspian Sea and the Framework Convention for the Protection of the Marine Environment of the Caspian Sea as examples of effective cooperation among the littoral states.
Caspian Sea Day is celebrated every year on Aug. 12 in Turkmenistan, Azerbaijan, Iran, Kazakhstan and Russia. The date marks the day the Framework Convention for the Protection of the Marine Environment of the Caspian Sea entered into force. The convention took effect in 2006, while the convention on the legal status of the Caspian Sea was signed on Aug. 12, 2018.
Environmental and economic links
Berd Berdimuhamedov said they attach particular importance to developing international partnerships to improve the ecological condition of the Caspian Sea. He stressed that challenges such as climate change, protecting water resources and preventing pollution of the marine environment are a shared responsibility not only of individual countries but also of the international community.
Berd Berdimuhamedov said Turkmenistan cooperates with countries in the Caspian region and international organizations. He added that the Caspian Environmental Initiative was important for protecting the marine ecosystem, uniting joint efforts and passing the natural heritage on to future generations.
He said the first Caspian Environmental Forum, held in the Avaza National Tourist Zone in 2012, was important for sharing experience on protecting the sea’s ecosystem and environment, advancing scientific research and expanding cooperation among institutions.
The Turkmen president said they were also taking initiatives to establish partnerships in transport and logistics, energy, industry and trade in order to make effective use of the Caspian region’s economic potential.
He recalled that the first Caspian Economic Forum, held in Avaza on Aug. 12, 2019, addressed opportunities for cooperation in various fields, particularly transport, energy, investment and tourism.
He said the sixth Caspian Summit, held in Ashgabat on June 29, 2022, was also an important meeting that set the direction of political, economic, environmental and humanitarian cooperation among the littoral states.
Berd Berdimuhamedov also noted that the Turkmenbashi International Seaport contributed to expanding commercial and economic links between Europe and Asia and strengthened Turkmenistan’s role in the international transport and logistics system.
Call for a common environmental policy
He said the conference and other events held as part of Caspian Sea Day were important for protecting and scientifically studying the sea’s natural resources, creating a suitable environment and developing friendly relations among the littoral states.
Berd Berdimuhamedov said these events, together with Turkmenistan’s Caspian Environmental Initiative, contributed to strengthening joint regional efforts.
