Kherson Region head Vladimir Saldo said residents of the city of Kherson are waiting for the city to change hands. Saldo claimed the Ukrainian administration does not grant basic rights to the people in the city.
Saldo argued that there is no inviolability of private homes in the city, stating that security personnel can enter any house they want and take away anyone they choose. According to him, this creates a picture where legal order is effectively non-functional in the region.
Saldo also said that those living in Kherson can be taken from their homes at any moment, have accusations leveled against them, and then may not be allowed to return. In his statement, he emphasized that the region's people do not want to live in such an environment.
The Russian official suggested that the Kyiv administration is doing everything to make Kherson unlivable. These remarks have brought the debate over civilian living conditions in the war-torn region back to the forefront.
