Boris Chernyshov, chair of the State Duma Committee on Civil Society Development, called for federal budget support for young teachers’ housing costs. Chernyshov’s proposal envisages covering 50% of their rent.

The proposal was included in an application Chernyshov sent to Russian Education Minister Sergey Kravtsov. The program is planned to cover young teachers working in state and municipal general education institutions during the first five years after graduating from university.
Housing and staff accommodation requirements for support
The assistance is proposed for graduates who work as teachers as their primary occupation and do not own a home in the settlement where they work. Teachers provided with staff accommodation would be excluded from the program.
Payments are planned to begin in the first month of employment and be based on the rental agreement and proof of payment. The proposal calls for a cap on covered rent expenses to be determined according to rental prices in the relevant settlement and the teacher’s family circumstances, with the cap reassessed annually.

No permanent residence registration required
Chernyshov’s application also called for applicants to be exempt from a requirement to hold permanent residence registration in the place where they work.
Chernyshov said conditions should be created to attract young specialists to schools and ensure that graduates not only enter the teaching profession but also remain in it.
