The partnership model is emerging as the preferred approach for opening Russia’s crypto market to foreign participants. Russian Deputy Finance Minister Ivan Chebeskov said priority would be given to partnership arrangements for foreign entrants to the market.
Speaking at the Mosfinforum event in Moscow on September 29, Chebeskov said they were also open to foreign companies establishing relevant units and operating in Russia.
Interest from the foreign sector in Russia
Chebeskov said the foreign crypto sector was interested in operating in Russia, adding that this interest also extended to crypto exchanges based abroad.

According to Chebeskov, foreign companies establishing their own infrastructure in Russia poses a competitive risk. These companies are interested in maintaining access to a customer base made up of Russian citizens.

Equal conditions for partners
Emphasizing that foreign partners should operate under equal conditions with Russian companies, Chebeskov said the aim was to keep Russian citizens within domestic infrastructure.
Chebeskov said the goal was for foreign partners to operate under the same conditions as all other participants in the market.
