Montenegro will introduce visas for citizens of Russia and Belarus from November 1, 2026, as it aligns its visa policy with the European Union. The change also covers nationals of China, Saudi Arabia and Türkiye.
Until October 31, Russian and Belarusian citizens can stay in Montenegro visa-free for up to 30 days under bilateral agreements. The government adopted the decree amending the visa regime in July.
Holders of valid Schengen, US, UK or Irish visas or residence permits will be able to stay up to 30 days within their validity. Applications can be filed through VFS Global centers, including in Russia, and at embassies and consulates, while an e-visa system is being developed.
Montenegro’s Foreign Ministry describes visa alignment with the EU as “one of the important obligations on its path towards EU membership.”
