Healthcare workers in Russia have the right to early retirement in exchange for a specific length of service. State Duma deputy Dmitri Svischev stated that medical personnel who have worked for 25 years in rural and urban-type settlements, or 30 years in cities, can benefit from this right.
Rent and Salary Support
Svischev noted that in some regions, such as Vologda, doctors and mid-level medical staff who started work between 2020 and 2026 are compensated for up to 75% of their rental expenses, amounting to up to 9,000 rubles per month.
Starting from 2026, a state guarantee program came into effect for healthcare workers in federal institutions, requiring that the base salary constitute at least 50% of the total remuneration, excluding compensatory payments. Additionally, salary levels cannot be reduced compared to the previous year.
Primary Care and Emergency Service Payments
The deputy said that special additional monthly payments ranging from 4,500 to 50,000 rubles are provided for staff working in primary healthcare, district hospitals, and emergency services.
Svischev stated, "The state is doing everything to make doctors and healthcare workers feel supported. This includes special monthly payments for those working in rural areas, programs to help doctors relocate, and, of course, stable income guarantees. A lot has already been done, and the work continues."
Emphasizing that the healthcare profession is extremely challenging, Svischev noted that dozens of support measures have been implemented, ranging from payments for young specialists to stable salary and retirement benefits.
