Russia's Human Rights Commissioner Yana Lantratova announced that an agreement has been reached between Russia and Ukraine regarding the exchange of necessary documents to enable citizens to receive payments.
Lantratova explained that due to the lack of diplomatic relations between the two countries, some families have been unable to access the required certificates. She highlighted that especially when a person from one side passes away and their relatives live in the other country, payment procedures cannot be completed due to missing documents.
According to Lantratova, the ombudsmen agreed to establish a communication channel for the transfer of certificates. This arrangement aims to facilitate the processing of applications on both sides through document exchange.
The Russian official also stated that Ukraine's Ombudsman Dmitry Lubinets is ready to assist in this process.
This development stands out as a limited but notable step showing that even amid the ongoing tensions of the war, channels of contact between the parties can remain open on certain technical and humanitarian issues.
