Putin says Russia retaliated
Russian President Vladimir Putin said in a speech delivered via video link to the Business Russia forum on Thursday that they had retaliated against Ukraine’s attacks on energy infrastructure and e-commerce platforms in Russia.
Putin said Russia had responded to attacks targeting Wildberries and Ozon. He claimed that Ukraine was seeking Western support to pressure Moscow into halting its retaliatory attacks.
The Russian president said, "They took the first step, and we began responding. Now they are complaining about attacks on other facilities, including energy infrastructure and data centers. They started this. They should not have started it. Before taking this step, they should have carefully considered the consequences."

Efforts to secure an energy ceasefire
Trump announced in a statement posted to his Truth Social account on Sunday that Russia and Ukraine had agreed to immediately halt attacks on each other’s energy infrastructure.
Ukrainian President Volodymyr Zelenskyy said Kyiv was ready to stop attacking oil refineries in Russia if Moscow halted its attacks on Ukraine’s energy infrastructure. Zelenskyy stressed that every step to reduce tensions should be reciprocal and backed by guarantees.

Kremlin spokesman Dmitry Peskov said contacts with the United States were continuing over the proposed energy ceasefire. Peskov also said that attacks on Russian oil refineries were inconsistent with the United States’ peace efforts.
Attacks on Russian oil refineries
Putin said Ukraine continued to target Russia’s energy infrastructure. Putin said several oil refineries had been targeted in attempted attacks on Wednesday, adding that some facilities had been hit but the damage was not serious.
Russian Deputy Prime Minister Alexander Novak also announced on Wednesday that Ukraine had attacked oil refineries in Russia’s Saratov and Ryazan regions.
