A fire broke out at an industrial facility in the Surgut district of the Khanty-Mansi Autonomous Area in Western Siberia. Regional Governor Ruslan Kukharuk said the fire started after an attack, while the extent of the damage is still being assessed.
The fire followed a suspected Ukrainian drone attack. Footage from the scene showed a large blaze sending thick black smoke into the sky.
Oil and gas condensate plant
Local residents said the fire broke out at the Surgut Condensate Stabilization Plant owned by Gazprom Pererabotka. The plant is described as Russia’s largest facility processing a mixture of crude oil and gas condensate.

The plant, with an annual design capacity of 12 million tons, produces gasoline, diesel, jet fuel, liquefied petroleum gas and stabilized gas condensate. Surgut is located about 2,500 kilometers from the Ukrainian border.
Flight restrictions imposed
Russia’s civil aviation authorities imposed flight restrictions at Surgut and Kogalym airports, citing the threat of attack. Kukharuk had earlier warned of a drone threat in the region.
The Khanty-Mansi Autonomous Area, also known as Yugra, accounts for about 40% of Russia’s oil production. The region’s first drone alert was issued on Sept. 9.

Regional officials had prepared in advance to support people who could be affected by possible attacks. The regional social development department proposed classifying drone attacks as emergencies and providing victims with hot meals, food parcels, clothing and other basic necessities.
Attacks on Russian energy infrastructure
The fire broke out after Ukraine announced it would resume attacks on Russia’s energy infrastructure. Ukrainian President Volodymyr Zelensky said Russia had not complied with the energy ceasefire announced by U.S. President Donald Trump and had caused the deaths of more than 100 civilians the previous week.
On Thursday, Ukrainian forces also targeted the Ryazan oil refinery, Russia’s third-largest refinery by processing capacity.
