Nine countries, including Russia, have launched a formal negotiation process to prepare a charter based on the principles of diversity and multipolarity in Eurasia. The initiative aims to prepare and adopt the Charter of Eurasian Diversity and Multipolarity in the 21st Century.
Representatives of Belarus, Vietnam, Iran, Kazakhstan, Kyrgyzstan, Laos, Myanmar, Russia and Tajikistan met on September 25 during the high-level week of the 81st session of the United Nations General Assembly. The joint statement said the process would be open to the participation of all interested states in Eurasia.
Decisions will be made by consensus
The parties agreed that all decisions, including those on the charter's content and drafting procedures, would be made on the basis of consensus. The draft's legal nature, format and method of adoption will also be determined through mutual agreement.
The negotiations aim to establish common approaches and principles of cooperation to ensure equal and indivisible security across the Eurasian region.
Economic and humanitarian ties will also be covered
The planned charter is expected to cover the development of economic partnerships, the strengthening of cultural and humanitarian ties, and the promotion of interaction between civilizations in the context of a multipolar world order.
In the joint statement, the parties reaffirmed their commitment to the purposes and principles of the United Nations Charter and to international law. The statement emphasized the principles of the sovereign equality, political independence and territorial integrity of states, noninterference in internal affairs, and the peaceful settlement of disputes.
The participants declared their support for a more inclusive, democratic and fair international order. They said a multipolar world order should be based on international law and the United Nations' central coordinating role.
Working group to be established for charter
The parties agreed to establish the Working Group on the Charter of Eurasian Diversity and Multipolarity in the 21st Century to prepare the document. The group will conduct negotiations on drafting the charter.
The idea of a Charter of Eurasian Diversity and Multipolarity was first raised in October 2023 at an international conference on Eurasian security held in Minsk. The initiative was later discussed on various international platforms and in different formats.
