The Moscow Regional Court began hearing on the merits in late September the criminal case against Vladimir Tebekin and 11 others. The case involves allegations of illegal banking activities and fraud in the Belgorod and Kursk regions.
Alleged criminal organization
In an earlier statement, Russia’s Prosecutor General’s Office said that Viktor Panyushin granted Tebekin a similar status in the Belgorod region in January 2002, when Panyushin occupied a senior position in the criminal hierarchy in the Kursk region.

According to the Prosecutor General’s Office, Tebekin established and led an organization in April 2014 to commit crimes in the economic sphere in the Belgorod and Kursk regions.
Financial allegations in the case
According to the allegations in the investigation file, members of the organization conducted illegal banking activities between 2014 and 2017. These activities allegedly generated 235 million rubles in revenue.

According to the case file, the organization’s members obtained illegal VAT refunds through entities they controlled and diverted more than 57 million rubles from the budget.
A total of 12 people are charged with acquiring a senior position in the criminal hierarchy, managing a unit of a criminal community or participating in such a structure, conducting illegal banking activities and committing large-scale fraud.
The trial is ongoing, and the allegations have not yet been established by a final court ruling.
