The draft covering the 2027 federal budget and plans for 2028 and 2029 was submitted to the State Duma by the Russian government. Anatoly Artamonov, chairman of the Federation Council Committee on Budget and Financial Markets, said the budget would fully finance defense and technological development projects alongside social spending.
According to Artamonov, the government and the Finance Ministry prepared a balanced budget to maintain macroeconomic stability and reduce inflation. The proposal allocates funding to cover necessary expenses, particularly social spending.
Funding for defense and technological sovereignty
Artamonov said the budget included substantial funding to support technological development and strengthen technological sovereignty, adding that domestic production continued to replace imported products. This trend is also expected to continue in the machinery manufacturing and radio-electronics sectors.

Artamonov said the proposal fully included the resources needed to strengthen defense capabilities. He said the budget would also fully cover the support planned for those serving in the special operation, as well as injured people, veterans and their families.
Healthcare spending to reach 7 trillion rubles
Artamonov said healthcare spending would increase in 2027 compared with 2026, with a total of 7 trillion rubles planned for the sector. The proposal provides for 1.8 trillion rubles of this amount to come from the federal budget and 5.2 trillion rubles through the Federal Compulsory Health Insurance Fund.

Plans for children and pensions
Budget spending for children is planned to reach 10 trillion rubles over the three-year period. The proposal also includes continuing maternity capital payments and increasing them in line with the actual inflation rate.
Artamonov said insurance pensions would be increased twice in 2027. The first increase is planned for February 1 at approximately 7%, followed by a 3.3% increase on April 1. Old-age pensions are expected to reach approximately 30,000 rubles by the end of 2027.
