German Chancellor Friedrich Merz said Russia is currently not interested in serious negotiations aimed at ending the war in Ukraine.
Merz spoke at a joint news conference after meeting Kazakh President Kassym-Jomart Tokayev in Berlin, the capital of Germany. Merz said they had discussed the war in Ukraine in detail and that he had clearly conveyed the German government's position to Tokayev.

Merz said Germany had stood by Ukraine since the beginning of the war and thanked Tokayev for holding talks with Russian President Vladimir Putin on how the war could be brought to an end.
Merz said diplomatic efforts were continuing on a broad scale and recalled that German Foreign Minister Johann Wadephul and Russian Foreign Minister Sergey Lavrov had met in New York on September 26.
Merz argued that it had become clear after that meeting that Russia was not interested in serious negotiations. The Chancellor said Germany's support for Ukraine would continue and would not be limited to military assistance, but would also extend to the political, financial and economic spheres.

Merz renewed his call on the Russian administration to sit down at the negotiating table to end the war and said Germany was prepared to support Ukraine for a long time if Russia was not ready to do so.
Merz argued that Russia could not win the war and would suffer significant economic damage. The German Chancellor said they could see that the Russian economy was already under strain and that continuing the war would impose an economic cost on Russia.

Merz said Germany was holding intensive talks with its European partners on how support for Ukraine could be strengthened and argued that Russia would continue bombing Ukraine and destroying civilian infrastructure. Merz said these attacks, which take place every day, constituted war crimes.
Merz said Ukraine was part of Europe and that peace and freedom across Europe would come under threat if the country fell. He said Germany would therefore continue its support for Ukraine in a clear and unequivocal manner.
