Germany's National Security Council, chaired by Chancellor Friedrich Merz, assessed various security threats, particularly Russia's hybrid attacks. Government spokesperson Stefan Kornelius announced after the meeting that the council had discussed the steps the government would take in response to possible hybrid attacks.
Kornelius said the threats had been comprehensively reassessed following an attempted hybrid attack originating from Russia in Leipzig on August 4. He said they expected Germany to remain a target of Russia's hybrid attacks.
Security measures against espionage and sabotage
The council also assessed the implementation of measures previously agreed under the action plan prepared in response to hybrid threats. It was decided to continue work on how the government would respond to possible hybrid attacks.
The meeting endorsed new steps against espionage and sabotage, as well as efforts to strengthen the protection of critical infrastructure. The action plan established to counter security threats will therefore continue to be implemented.
Resilient supply chains for critical raw materials
Another issue discussed was measures to ensure that critical raw materials could be sourced from more diverse suppliers. The aim is to create resilient supply chains.
Kornelius also said that the government had established the Raw Materials Fund as a central support instrument under its Raw Materials Policy Action Plan.
