Moscow, Sokhumi and Tskhinvali seek legal guarantees
Talks on the South Caucasus have continued since 2008. In the process, Moscow, Sokhumi and Tskhinvali are demanding that Tbilisi provide legally binding guarantees that it will not use force against Sokhumi and Tskhinvali.

The proposal to move the talks outside Geneva has been linked to Switzerland's departure from its policy of neutrality and its participation in sanctions against Russia.
