Kazakhstan’s 2026 oil production target has been revised to 96 million tons due to the impact of attacks on the Caspian Pipeline Consortium (KTC). Energy Minister Erlan Akkenzhenov announced at a government briefing that the plan had been reduced from its previous level of 98 million tons.
Akkenzhenov said Kazakhstan had initially planned to maintain the previous year’s production and approach 100 million tons. The production target set for last year was 99.5 million tons.
According to the minister’s statement, the attacks, which began in January and continued during June and July, will cause a production loss of approximately 3.5 million tons. Tengizchevroil shareholders’ decision to postpone major maintenance from this year until next year will help offset part of the loss.
Kazakh authorities also decided to move the maintenance work planned at the fields operated by NCOC to next year. Despite these steps, the 2026 oil production plan was maintained at 96 million tons, while the loss resulting from the attacks on the KTC was put at approximately 3.5 million tons.
Loading halted at the KTC terminal
In July, the KTC was targeted in a series of drone attacks. The oil tanker Nordic Zenith was hit on July 17, while two tankers carrying Kazakh oil were attacked on July 19.
Oil loading operations at the KTC terminal were halted after the attacks. Kazakhstan’s Energy Ministry described such actions targeting civilian facilities in critical energy infrastructure as unacceptable. Kazakhstan’s Foreign Ministry also condemned drone attacks on vessels carrying oil through the KTC.
The KTC’s export route through Russia
The KTC, which is 1,511 kilometers long, connects oil fields in western Kazakhstan and along Russia’s Caspian coast to the marine terminal in Novorossiysk. Oil extracted from Kazakhstan’s Tengiz, Kashagan and Karachaganak fields is transported through the pipeline.
Approximately 70.5 million tons of oil passed through the KTC in 2025. More than 75 percent of this volume was made up of foreign cargo owners, including Tengizchevroil, ExxonMobil, KazMunayGaz, Eni and Shell.
