Ukrainian President Volodymyr Zelenskyy said SpaceX did not allow Ukraine to use the Starlink satellite communications system in Russian territory. Zelenskyy said the decision came after Ukraine’s efforts to enable its defensive use in Russia.
Zelenskyy said Ukraine’s Ministry of Defense had asked him in the first half of the year to speak with US President Donald Trump. He said the aim was to make it possible for Ukraine to use Starlink in Russia.

Efforts to secure Starlink access through Washington
Zelenskyy said SpaceX had initially approved the use, but that the final decision had to be made at the political level. He said he then spoke with Trump and explained that Starlink access could reduce Russia’s ability to prolong the war.
Zelenskyy said Ukrainian and US delegations had tried to reach Elon Musk, but that Musk did not answer their calls. He said Trump later told him that SpaceX had denied Ukraine permission because of the possibility of escalation.
Zelenskyy said Ukraine was continuing talks with Trump and the US side on the issue, and that he was also communicating with other world leaders to advance the initiative.
Window for diplomacy could remain open until the end of summer 2027
Zelenskyy said the window of opportunity to end the war and advance peace negotiations would remain open from the G20 meeting to be held in the United States until the end of summer 2027.
Zelenskyy described this period as the most effective stage in which diplomacy could end the war. He accused Russian President Vladimir Putin of continuing to demonstrate strength, refusing to engage in dialogue and trying to raise tensions to their highest level.
Ukraine is seeking 300 Patriot missiles
Zelenskyy said Ukraine was seeking 300 Patriot missiles to strengthen its defenses against ballistic missiles during the winter. He said the Ukrainian Air Force had requested 360 missiles, but that securing this amount would not be easy when annual production stood at approximately 600.
Zelenskyy claimed that Russia had 600 ballistic missiles and said Ukraine was working with countries to secure additional capabilities. He said Ukraine was ready to pay if 5 or 10 percent of US stockpiles were provided to the country.
Zelenskyy said a US political decision in this direction could not only protect people’s lives but also make a significant contribution to diplomatic efforts. He said the United States could replenish its own stockpiles and Ukraine could get through the winter period.
