The contributions required for housing capital repairs in Russia are an obligation established by law. Housing and Utilities Expert Dmitry Bondar told the Prime agency that not signing a contract does not eliminate the requirement to pay.
Certain groups of citizens are exempt from these payments or benefit from discounts. Residents of emergency buildings are fully exempt. New homeowners are granted a payment deferral of up to five years.
Benefits for the elderly and disabled
Significant benefits are in place for older people. Pensioners over 70 receive a 50% reimbursement of the contribution, while those over 80 are fully covered by the state.
People with first- and second-category disabilities and labor veterans can also benefit from the designated discounts.
Debt transfer and late payment interest
When an apartment is sold, any accumulated capital repair debts are transferred to the new owner. If payments are overdue, a late payment interest of 9.5% per year is applied.
Special military operation participants and their families are exempt from this late payment interest.
