European Commission President Ursula von der Leyen said the EU will not lift sanctions on Russia until Russia stops the war. “One thing is absolutely clear: we will not lift any sanctions as long as Russia does not stop the war,” she said ahead of the second day of the EU leaders’ summit in Brussels, attended by Ukrainian President Volodymyr Zelensky.
Von der Leyen said the Commission is working on a 22nd sanctions package, adding that Moscow had not observed the U.S.-announced “energy truce” for a single minute and had instead escalated, so pressure must increase.
Ukraine’s needs for 2026 and 2027
She said leaders would discuss financial and budgetary issues related to Ukraine’s military needs not only for 2026 but also for 2027. European Council President António Costa said this was no time to withdraw support from Ukraine or to ease sanctions on Russia.
Ukrainian President Volodymyr Zelensky, attending the summit, personally greeted each EU leader as they arrived in the meeting room in Brussels.
