The Embassy of the Republic of Türkiye in Moscow published an information notice on September 11, 2026, concerning applications for electronic passports (e-passports).
The announcement is particularly relevant to Turkish citizens who live in or are staying in Russia and plan to apply for a passport through consular offices.
Applicants must schedule an appointment in advance
The embassy said citizens wishing to apply for a passport must schedule an appointment in advance through Türkiye’s official consular portal.
The embassy separately stressed that applications from citizens who arrive without an appointment will not be accepted.
Appointments are made through Türkiye’s official consular services portal — konsolosluk.gov.tr.

Application requirements published separately
Alongside the announcement, the embassy published a document outlining the requirements for passport applications.
The document is dated September 4, 2026, and was published as an attachment to the official information notice.
Before visiting the consular office, citizens are advised not only to schedule an appointment but also to review the list of required documents and the application requirements in advance.
The consular office operates on weekdays
The Embassy of Türkiye in Moscow says the consular office receives visitors from Monday to Friday, from 9:00 a.m. to 1:00 p.m.
The embassy also operates a telephone line for consular inquiries. In addition, Turkish citizens can contact the Foreign Ministry’s 24-hour Consular Call Center.
What to do before applying
Turkish citizens planning to apply for an e-passport in Moscow should first check the current document requirements and schedule an appointment through the consular portal.
The advance-appointment requirement is particularly important: the embassy’s published notice says that applicants without appointments will not be served.
Before visiting the consular office, applicants are advised to check the latest information and official announcements directly on the website of the Embassy of the Republic of Türkiye in Moscow and the consular services portal.
