Tensions in Russia-Japan relations have led to mutual accusations between Tokyo and Moscow, as Minoru Kihara, secretary-general of Japan’s Cabinet Secretariat, reacted to remarks by Vladimir Putin.
Speaking at a news conference in Tokyo, Kihara said the current difficult situation between the two countries stemmed from Russia’s aggression against Ukraine. He said it was unacceptable to suggest that Japan was responsible for the situation.
Tokyo maintains its position on the Northern Territories
The Japanese official said the government’s position on resolving the issue of what Japan calls the “Northern Territories,” including the Kuril Islands, had not changed.
Putin answered questions from Russian journalists in Bishkek after the Shanghai Cooperation Organisation summit. Responding to a question about the Japanese government’s negative reaction to a recent visit to the Kuril Islands, Putin said Russia had taken no steps to worsen relations.
The Russian president argued that the Japanese government was entirely responsible for the deterioration in relations between the two countries.
The Kuril Islands dispute
The Kuril Islands came under Soviet control in 1945, at the end of World War II. The dispute over the southern part of the islands, which stretch for approximately 1,300 kilometers between the Pacific Ocean and the Sea of Okhotsk, remains one of the main obstacles to the signing of a peace treaty between Moscow and Tokyo.
