A complaint against Israeli Foreign Minister Gideon Sa'ar was submitted to the Ljubljana District Prosecutor's Office and the police. The Hind Rajab Foundation accused Sa'ar of involvement in war crimes, acts of genocide and torture during the war in Gaza.
The foundation said Sa'ar was expected to attend the opening of Israel's new embassy in Ljubljana this week.
Gaza allegations in the complaint
The complaint alleged that Sa'ar bore criminal responsibility for various actions allegedly carried out in Gaza. It referred to an attack allegedly conducted against Kamal Adwan Hospital in northern Gaza between October 8 and December 27, 2024, as well as the detention and continued imprisonment of the hospital's director, Dr. Hussam Abu Safiya.
The Hind Rajab Foundation also accused Sa'ar of playing a role in the destruction and occupation of Gaza, the mass displacement of civilians, and restrictions imposed on food, water, fuel and medical supplies.
Call for Slovenian authorities to investigate
The complaint cited Slovenian law, as well as instruments including the Fourth Geneva Convention, the Rome Statute of the International Criminal Court and the United Nations Convention against Torture.
The foundation called on Slovenian authorities to investigate the allegations and take steps to prevent Sa'ar from using his diplomatic status to evade accountability.
Dyab Abou Jahjah, director general of the Hind Rajab Foundation, said no official, regardless of how senior, was above the law. Abou Jahjah called for the investigation of those responsible for actions he described as crimes against Palestinians.
Previous actions concerning Sa'ar
The foundation had previously taken legal action concerning Sa'ar. It submitted a communication to the International Criminal Court before Sa'ar's visit to Brussels in February 2025 and initiated legal proceedings in connection with his visit to London in April 2025.
Slovenia recently vetoed a joint statement by the European Union and its 27 member states condemning Israel's decision to build new settlements in the occupied West Bank.
