Russia’s Justice Ministry has opened a public register of people abroad who are evading imposed penalties and are subject to temporary restrictions. The register is available on the ministry’s website.
A law that came into force in August provides for restrictions on Russian citizens who are abroad and have committed administrative or criminal offenses against the country’s interests. These measures include the seizure of property, a ban on registering as individual entrepreneurs, and the return without consideration of applications for cadastral registration and the registration of rights to real estate.

Grounds for the restrictions may include violations of the rules governing the activities of foreign agents, discrediting Russia’s Armed Forces, calls for sanctions against Russia, actions aimed at violating the country’s territorial integrity, and the promotion of Nazi symbols.
The register lists the person’s surname and first name, date and place of birth, taxpayer identification number, SNILS number, grounds for imposing the restrictions, and the date of the decision. Responsibility for maintaining the register has been assigned to a Justice Ministry unit tasked with protecting national interests from threats linked to foreign influence.
