The Russian State Duma is preparing to discuss a bill that would extend the garage amnesty, which affects millions of citizens nationwide, by five more years. The bill, to be considered in the second reading on Wednesday, extends the current amnesty until September 1, 2031.
The garage amnesty, currently in effect and set to expire on September 1, 2026, will remain valid for five more years under the new regulation. The amnesty covers permanent garages built before the end of 2004, i.e., before the Urban Planning Code came into force, and which are not classified as illegal structures.
This move by the Duma is seen as an important development for the regulation of property rights and the stability of the real estate market in Russia. If the bill is passed, affected garage owners will be given additional time to legalize their properties.
