Vyacheslav Volodin, Speaker of Russia's State Duma, assessed the effectiveness of new regulations introduced to combat telephone fraud.
In a post on his social media channel, Volodin stated, "The introduced norms contribute to protecting people from fraudsters, reducing the risk of unlawful acts being committed using phone numbers."
New Laws and Figures
The Duma Speaker recalled the federal law that came into force on April 1, 2025, noting that this law limits the number of SIM cards that can be registered to one Russian citizen to 20.
Furthermore, Volodin pointed out that the 'Gosuslugi' (State Services) portal provides the ability to check the number of phone numbers registered in a user's name. He explained that since this service was launched over a year ago, it has been used 200 million times, and citizens have blocked approximately 2 million SIM cards.
'Self-Ban' Practice
Volodin noted another measure: starting from September 1, 2025, a 'self-ban' application can be submitted via 'Gosuslugi' or Multifunctional Centers (MFC) to prohibit the signing of a mobile communication service contract.
Stating that this practice has been used by 1.8 million people over a nine-month period, Volodin said, "All this shows that the decisions taken earlier are in demand and effective."
At the end of his post, Volodin asked his followers whether they had checked how many SIM cards were registered in their name and recommended that they do so.
