The Comoros-flagged cargo ship Khoryv sank after being struck by a drone about 13 nautical miles from Romania’s Port of Constanța and near Romanian territorial waters. Romanian authorities said one seafarer died and three crew members went missing in the incident.
Romanian President Nicușor Dan blamed Russia for the attack. The Khoryv’s distress signal was received at around 10 a.m. local time, after which a rescue operation was launched in the area.
Ten crew members rescued
The ship had 13 crew members: 10 Ukrainian citizens and three Azerbaijani citizens. Romania’s Interior Ministry said another commercial vessel in the area rescued 10 people. Nine of those rescued survived, while one died; three crew members could not be located.
According to the ministry, the ship sustained heavy damage and capsized. The Romanian Naval Authority said an aerial rescue by helicopter was impossible because of adverse weather conditions and poor visibility.
Bucharest accuses Moscow
Dan described the attack as “clearly part of the escalation Russia is pursuing in the context of its war against Ukraine.” The president also called on Russia to take the ceasefire proposals put forward by the United States and Europe seriously and to end the war.

Romanian Prime Minister Luca Niculescu said the attack was “unacceptable” and constituted a clear violation of international law.
Navigation safety in the Black Sea
The Romanian Presidency said after Thursday’s meeting of the Supreme Council of National Defence that threats to freedom of navigation and critical infrastructure had increased significantly. Bucharest plans to rapidly expand its maritime surveillance capabilities, strengthen mine-countermeasure efforts and take measures against drones entering national airspace and territorial waters without authorization.
Romanian Foreign Minister Dan Neculăescu said his country was working with NATO allies, including Bulgaria and Türkiye, to rapidly establish additional surveillance capabilities.
NATO announced that it would send additional aircraft, drones and radar systems to the region following talks on Black Sea security. Seven crew members were reported missing after the chemical tanker Wine Trader caught fire off the coast of Romania following a drone attack on Oct. 15. Romanian fighter jets also shot down two Russian drones over the Black Sea the previous weekend.
