Russian President Vladimir Putin held talks with Egyptian President Abdel Fattah el-Sisi on the sidelines of the third Russia-Africa summit, which is taking place in Moscow on October 28–29.
Putin said work on constructing Egypt’s first nuclear power plant, El Dabaa, was proceeding on schedule. He recalled that a ceremony to install the reactor vessel for the plant’s second power unit took place on July 9.
Egypt is Russia’s key trading partner in Africa
Putin noted that Russia’s trade turnover with African countries had grown by about one and a half times since 2022, surpassing $27 billion, with a significant share accounted for by Egypt. More than 1.2 million Russian tourists visited Egypt in the first half of 2026, compared with about 1.5 million for all of 2025.
Cairo seeks support for industrial zone and new nuclear projects
El-Sisi said Egypt sought to develop its strategic partnership with Russia, particularly in trade, the economy and grain supplies. He asked for support for launching a Russian industrial zone in Egypt, promising incentives for the Russian company that will manage it.
The Egyptian leader reaffirmed his intention to complete construction of El Dabaa within the established deadlines and proposed expanding cooperation in the nuclear sector, including uranium and rare-metal extraction, small and floating reactors, the creation of a research reactor, and additional power units after 2030.
