Armenian Prime Minister Nikol Pashinyan presented his proposal on the enclave and exclave issue along the Armenia-Azerbaijan border, calling for a reciprocal exchange of territories of equal size.
1991 declaration to serve as basis for border
Pashinyan said the process of delimiting and demarcating the border should be carried out on the basis of the 1991 Alma-Ata Declaration. He said there should be no enclaves or exclaves on either side of the border between Armenia and Azerbaijan.

Call for routes to operate freely
The Armenian prime minister also called for transport and communication routes between the two countries to be guaranteed free operation.

Pashinyan said he had gained an initial impression that this approach could be implemented following his talks with Azerbaijani President Ilham Aliyev in Turkmenistan. He noted, however, that no final agreement had yet been reached on the land swap.
