A court in Moscow fined a woman 3,000 rubles over remarks she made to a municipal council member during a meeting about installing a barrier in the courtyard of a residential complex.
Barrier debated at meeting
The incident leading to the fine occurred during a general meeting of the building's residents, where a proposal to install a barrier in the courtyard was being discussed. A man attending the meeting used an insulting expression while questioning who had proposed installing the barrier.

The woman responded by referring to the initiative group supporting the barrier's installation and the municipal council member who was part of the group. The council member said the remarks had been directed at them personally and requested that the woman be held responsible.
Woman's defense rejected
In court, the woman argued that her words had been an immediate response to the question and that she had not intended to insult anyone. Nevertheless, the court imposed a 3,000-ruble fine under the “Insult” provision of the Code of Administrative Offenses.
