A missile strike at a civilian facility in the Sovetsky District of Russia’s Oryol killed three people and injured eight.
Oryol Region Governor Andrey Klychkov announced that the bodies of three people were found during debris removal operations. Emergency crews continued working at the scene after the attack.
Ukraine's General Staff said the strike hit the main production building of the Proton-Electrotex plant in Oryol, which, according to Ukrainian officials, makes electronic components for cruise and ballistic missiles and air defense systems. Footage of the attack shows cruise missiles hitting the plant one after another.
Damaged apartments being inspected
The Oryol administration has begun inspecting damaged apartments to assess the extent of the damage and evaluate the compensation process.
Klychkov said the attack targeted a civilian facility during the busy hours when residents were returning home from work. The governor also alleged that missiles produced in NATO countries were used in the attack and described the incident as a “terrorist attack.”

Fire completely extinguished
The large-scale fire that broke out at the facility after the attack was completely brought under control.
The eight injured people were taken to medical facilities or sought treatment on their own. Most had minor shrapnel-related injuries or injuries sustained when structures collapsed; those who needed it received medical treatment and surgery.
Klychkov urged regional residents to remain calm and not to heed unverified information about the consequences of the attack.
Some reports in the Ukrainian media alleged that the likely target of the attack may have been the Proton facility, which manufactures optoelectronic equipment.
Oryol Region Governor Andrey Klychkov also published photographs of missile fragments allegedly used in the attack. The governor alleged that the fragments belonged to missiles used by Ukrainian forces and produced in NATO countries.
