According to Bloomberg's news, the long-range drone attacks carried out by the Ukrainian Armed Forces on Russia's energy infrastructure in April 2026 caused significant declines in Russia's oil refining capacity. Although Russia is the world's second-largest oil exporter, the processing of oil and derivative products has fallen to its lowest level since 2009. The Bloomberg report stated that Ukraine launched 21 attacks on Russian oil infrastructure in April and that these attacks were the main reason for the production decline.
Especially the Tuapse refinery located in the Krasnodar region in southwestern Russia was repeatedly subjected to drone attacks since the end of March and was shut down due to fires. This refinery has a daily capacity of approximately 240,000 barrels and converted Russian crude oil into products such as diesel, fuel oil, naphtha, kerosene, and gasoline, exporting mainly to Turkey and Asian markets.
According to Kyiv Post data, attacks on Ukraine's energy infrastructure accelerated from the second half of 2025, targeting around 580-600 facilities or the air defense systems protecting these facilities. The attacks cover refineries and energy facilities in different regions of Russia. Additionally, Ukraine's long-range drone attacks reached refineries in Russia's northern and Ural regions.
These developments show that Russia is experiencing serious challenges in the energy sector and demonstrate the effectiveness of Ukraine's drone capacity and attack strategy. However, the data mentioned in the report should also be verified by independent sources.
