Martial law (воєнний стан): curfew and air raid warnings

IN SHORT

Martial law was declared on February 24, 2022, and is being regularly extended.
During curfew hours, only people with special permission or those going to shelters and Points of Invincibility may go outside.
The siren durations and areas covered differ for red- and yellow-level warnings.
You can see the shelter's address, type, capacity, and route on the map in the Diia app.

This page is for Turkish citizens who are in Ukraine or planning to travel to Ukraine. It explains how long martial law has been in effect, the rules of the curfew, the new system of air raid alerts, and how to find shelters. These rules directly affect the daily lives of everyone in Ukraine.

How long has martial law been in effect?

  • Martial law in Ukraine was declared by Presidential Decree No. 64/2022 dated February 24, 2022. The Verkhovna Rada of Ukraine approved the decree on the same day through Law No. 2102-IX.
  • Martial law has been regularly extended since then. The last two extensions in 2026 were for 90 days each:
    • Decree No. 342/2026 dated April 27, 2026: 90 days starting at 05:30 on May 4, 2026. The Parliament approved it on April 28, 2026.
    • On July 14, 2026, the Parliament approved a new extension: 90 days starting at 05:30 on August 2, 2026.
  • Follow subsequent extension decisions on the website of the Verkhovna Rada of Ukraine.

War and martial law continue in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye advises citizens not to travel to Ukraine unless necessary (Embassy of the Republic of Türkiye in Kyiv, June 16, 2025). Before setting out, check the Ministry of Foreign Affairs' travel announcements and the announcement of the Embassy of the Republic of Türkiye in Kyiv.

Curfew (комендантська година)

  • During curfew hours, only those with a special travel permit (спецперепустка) may be outside.
  • There are only two exceptions for going outside without a permit:
    • going to the nearest shelter during an air raid alert
    • going to Points of Invincibility (Пункти Незламності) or heating points during an emergency in the energy sector
  • Learn the curfew hours from the administration of the city and region where you are staying.

Carry your documents with you

  • The Ministry of Internal Affairs of Ukraine requires people to carry an identity document when outside. As a foreign national, carry your passport and, if applicable, your residence permit (посвідка).
  • According to the Ministry of Internal Affairs, digital versions of documents may also be used. However, you should make sure that your internet connection and phone battery are sufficient and that you can show the document during a power outage. For foreigners, the safest option is to carry the original document.
  • Police may conduct identity checks under martial law. According to the Ministry of Internal Affairs, a check must be based on a reason and must not be conducted collectively.
  • Male Ukrainian citizens must also carry their military registration document. If you also have Ukrainian citizenship, see U1.4 and U5.3.
  • For document checks and the obligations of foreigners, see U9.1.

Air raid alert: new two-level system

  • The Ukrainian government has launched a pilot project that distinguishes air threat warnings according to the type of threat. According to the Ministry of Internal Affairs' statement dated September 6, 2026, there are two types of warnings:
    • Red level: missile threat, missile and unmanned aerial vehicle (UAV) threat, or intense UAV threat. The "Attention everyone" (Увага всім) siren sounds for 1 minute 15 seconds. Workplaces must immediately take their employees and visitors to a shelter.
    • Yellow level: "UAV threat" (Дронова загроза). The siren sounds for 30 seconds. The warning is issued separately for each district (район).
  • When the alert ends, the siren does not sound again. The end of the alert is announced through an audio announcement.
  • No administrative procedures are carried out at units of the State Migration Service of Ukraine (ДМС) during an alert.
  • Operators of the 112 emergency call line continue working from shelters during an alert.

What should you do when the alarm sounds?

  1. Go to the nearest shelter (укриття). Going to a shelter is permitted even during curfew hours.
  2. Remain in the shelter until the end of the alert is announced.
  3. Take your phone and documents with you.
  4. If there is no mobile network but Wi-Fi is available, you can call 112 through the "112 Ukraine" app (see below).
  5. Find out the location of the shelter in advance: in the building where you are staying, at your workplace, and near places you visit frequently.

How can you find a shelter?

  • The Ukrainian government's Diia app has a shelter map. The map shows the shelter's address, type, photograph, capacity, and accessibility information. It also provides a route to the shelter.
  • Steps to use it:
    1. Log in to the Diia app.
    2. Open the "Незламність" (Invincibility) section.
    3. Select the "Укриття" (Shelter) category.
    4. Apply a filter if desired, such as accessibility for people with disabilities.
    5. Select the shelter on the map and open the route.
  • If you download your region's map from the "Завантажені мапи" (Downloaded maps) section, you can search for shelters even without a connection or internet access.
  • For security reasons, shelters in the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions are not shown in the app. In these regions, obtain addresses from local administrations.
  • Kyiv also has a separate shelter map provided by the city administration.
  • For foreigners' access to the Diia app, see U7.2.

Power outages and Points of Invincibility

  • Points of Invincibility and heating points are opened during an emergency in the energy sector. For example, in January 2026, the State Emergency Service of Ukraine (ДСНС) established these points in Kyiv's districts.
  • You can learn the address of the nearest Point of Invincibility by calling 112. These points are also shown on the Diia app's map.
  • Since January 2026, the 112 line has also received reports of outages of electricity, heating, water, and natural gas.
  • The Ministry of Internal Affairs' "112 Ukraine" app allows you to call 112 over Wi-Fi when there is no mobile network. It also works in basements and shelters. You must log in before using the app.
  • Keep your phone charged and carry a spare battery.

  • Starting to look for a shelter when the alarm sounds.
  • Failing to download an offline map and neglecting to charge your phone.
  • Going to the Migration Service during an alert. No procedures are carried out during an alert; reschedule your appointment.
  • Sharing images without knowing the rules on photographs and videos (see U9.2).
