Russia’s central bank has registered firms that will operate in the digital currency and digital rights market in two separate registries, allowing them to conduct activities in the financial market.
According to the central bank’s records, five firms are listed in the digital asset custodians registry, while four are listed in the registry for firms that exchange digital currencies. Sber and VTB are among the registered firms.
Legal basis for the permits
The registrations were carried out under the transitional provisions of the Digital Currencies and Digital Rights Law, which entered into force on September 1, 2026. Registered firms must comply with rules governing the execution and accounting of transactions and operations involving digital currencies and digital rights.
The firms were given until September 1, 2027, to bring their activities into full compliance with all statutory requirements.

Powers of the registered firms
Digital asset custodians will be able to maintain records of digital currencies and digital rights and carry out their transfer. They will also be able to provide clients with access to the address identifiers where these assets are recorded.
Firms that exchange digital currencies will be able to buy and sell digital currencies outside organized markets, on their own behalf and for their own accounts.
Regulated infrastructure in Russia
Russia’s central bank described the inclusion of the first firms in the registries as an important step toward establishing regulated infrastructure for the country’s digital currency market.
