Sergey Rybalchenko, head of the Demography Commission of Russia's Public Chamber, told RIA Novosti that the idea of partially covering taxi fares for large families should be considered.
Rybalchenko said, "I believe taxi fares for large families should be covered. Of course, the system will be quite complex, and it's hardly possible for us to manage this without state subsidies. This subsidy should not be too high; for example, it could be limited to a monthly limit of 2,000 rubles."
The expert explained that developing such mechanisms requires state support, because attempts at cross-subsidization within the market could increase service costs for other consumers.
Rybalchenko stated, "The problem is that not every carrier is willing to organize such trips. Also, a special, multi-seat vehicle is needed for large families."
The Public Chamber representative added that in some regions, the use of special transport vehicles is developing, which also includes the transportation of people with disabilities and families with children.
