The Russian Foreign Ministry announced that in response to Ukraine's attack on a college dormitory in Starobelsk, the Russian Armed Forces will carry out systematic and sequential attacks on the military-industrial complex, decision-making centers, and command points in Kiev. The ministry stated that these attacks violate the 1949 Geneva Convention by the Ukrainian side and show disrespect for international humanitarian law norms regarding the protection of civilians. The attacks will target facilities related to the design, production, programming, and use of unmanned aerial vehicles supported by NATO experts. The Foreign Ministry warned diplomatic mission personnel and representatives of international organizations in Kiev to leave the city as soon as possible. Additionally, Kiev residents were advised to avoid military and administrative infrastructure facilities. On May 22, 86 youths were present during the attack by Ukrainian unmanned aerial vehicles on the college in Starobelsk; 21 people died and 63 were injured in the attack. The Russian Ministry of Defense reported that on May 24, retaliatory strikes were carried out on targets in Ukraine with ballistic and hypersonic missiles. These developments indicate that tensions in the region continue.
