The Russian Foreign Ministry delivered a harsh protest note to Moldova over the detention of Russian diplomatic couriers at the airport in Chisinau, the capital of Moldova. According to a statement from the ministry, Moldovan Ambassador to Moscow Liliyan Dariy was summoned to the ministry on June 26 and was handed a written note along with a verbal protest.
The Russian side described the incident at Chisinau Airport on June 25 as a "grave violation of the fundamental provisions of the Vienna Convention on Diplomatic Relations." The statement said that the diplomatic couriers were detained for hours and that unacceptable and unlawful demands were made of them, such as searching the diplomatic pouch and "voluntarily" handing over their mobile phones.
It was also emphasized that personnel of the Russian Embassy in Chisinau were not allowed to enter the restricted area of the airport to provide consular assistance to the arriving Foreign Ministry employees. Although their arrival had been previously notified to the Moldovan authorities, the couriers were denied entry to the country and had to return to Moscow.
The Russian Foreign Ministry conveyed to Ambassador Dariy that the actions clearly violated the provisions of the 1961 Vienna Convention, which states that diplomatic couriers "shall enjoy personal inviolability and shall not be liable to any form of arrest or detention" and that the diplomatic bag "shall not be opened or detained."
