Gosuslugi is planned to become a new delivery channel for housing and utility bills in Russia from Sept. 1, 2027. Ilya Volfson, a member of the Russian State Duma's Committee on Construction and Housing and Communal Services, said an electronic document would be deemed officially delivered on the day after it was uploaded to the portal.
Volfson said the measure would make it easier for people staying at a summer house, going on extended business trips or renting a home in another region to receive their bills on time. He added that it would also help prevent the risk of late-payment interest resulting from a lack of access to a mailbox.
Electronic documents will be uploaded to Gosuslugi accounts
Bills will be obtained from the State Information System for Housing and Communal Services and transferred to users' Gosuslugi accounts. The documents will have full legal validity and become accessible as soon as they are uploaded to the system.
Users will be able to view their bills on their mobile phones at any time, check the individual charges and download the documents. Electronic bills can also be printed on paper upon request.
The date on which the document is delivered to the system will be recorded automatically. A bill will be considered officially received on the day after it is placed on the portal.
Paper documents will remain available
Paper bills will not be eliminated entirely despite the transition to the electronic system. Volfson said stamped paper documents would remain important, particularly for older people monitoring and checking their expenses.
For people with Gosuslugi accounts, electronic bills will become the primary method of notification. People without portal accounts, pensioners and those receiving social assistance will continue to receive paper bills.
Every citizen will be able to resume receiving paper bills or opt out of them by submitting an application.
Tariffs and payment rules will remain unchanged
The regulation will not change the bill-calculation algorithm or payment procedure. Amounts, discounts and tariffs will continue to be calculated under the existing rules.
Citizens will not be required to make payments exclusively through Gosuslugi. Bank applications, payment desks, ATMs and management companies will remain available for housing and utility payments.
