Russia’s universities filled 99.7% of the 2026 state-funded places in undergraduate, specialist degree and basic higher education programs. Elena Tumakova, Russia’s deputy minister of science and higher education, provided the figure on October 16, 2026.
Tumakova made the statement at a meeting of the Russian State Duma’s Committee on Science and Higher Education. The deputy minister said the admission rate was similar to last year’s level.

State-funded places in master’s programs were also filled at a rate of nearly 100%.
