Russian President Vladimir Putin held talks at the Kremlin on October 27 with Qatar’s Emir Sheikh Tamim bin Hamad Al Thani, who arrived in Moscow to attend the eighth summit of the Gas Exporting Countries Forum (GECF). The meeting took place on the sidelines of the summit, which coincided with the organization’s 25th anniversary. First Deputy Prime Minister Denis Manturov welcomed the emir at the airport.
“Your Highness, dear friends, we are very pleased to see you in Moscow, this time at the Gas Exporting Countries Forum,” Putin said as he opened the meeting.
Energy and investment
The Russian leader stressed that the stability of the global energy market depends on cooperation between the two major gas producers. “A great deal depends on our effective joint work and coordination,” he said. According to Putin, trade between the two countries grew by 10%, although its volume remains relatively small. He also noted the Qatar Investment Authority’s holdings in major Russian companies and its partnership with the Russian Direct Investment Fund.
Qatar’s mediation
Putin separately highlighted Qatar’s mediating role in resolving conflicts in the Persian Gulf region, including those involving Iran. He said the Islamabad memorandum signed in June through the mediation of Qatar and Pakistan remains the basis for continuing negotiations, and that Moscow is ready to help achieve a settlement.
The emir described relations between the two countries as strong and historic, noting that they had advanced significantly over the past decade. He said the region was going through difficult times because of tensions between the United States and Iran and expressed hope that Russia would help resolve the crisis surrounding the Strait of Hormuz. The emir also said that the humanitarian tragedy in Gaza was continuing.
Meeting with Pezeshkian
Before the summit, Sheikh Tamim met in Moscow with Iranian President Masoud Pezeshkian at his residence. The Amiri Diwan of Qatar said the sides discussed developments in the region, the progress of negotiations, the situation in the Strait of Hormuz and energy supplies, as well as the summit agenda.
After the summit, the emir said the meeting in Moscow had provided an opportunity to strengthen coordination and exchange views on the challenges facing global gas markets. He added that Qatar would continue contributing to global energy security. Putin’s previous meeting with the emir of Qatar took place in Moscow on April 17, 2025.
