OpenAI said it had banned a cluster of Russia-based accounts used in covert influence operations conducted in multiple languages. The company said the accounts were used to promote the Israel-based International Burke Institute and produce posts for various Telegram channels.
Germany-based news magazine Der Spiegel reported that a Russia-based disinformation network used artificial intelligence to produce Kremlin-friendly propaganda and share the content on Telegram channels. The magazine wrote that online evidence linked the network to the International Burke Institute, which describes itself as an “expert community” founded in 2025.
ChatGPT used for Telegram content
Most of the user accounts flagged by OpenAI’s security teams reportedly used ChatGPT to prepare propaganda content targeting Telegram channels. The accounts also promoted the International Burke Institute.
Lahme Ente, known in English as Lame Duck, is one of the channels associated with the network and has nearly 20,000 subscribers. The channel criticizes the European Union, the German government and the West’s support for Ukraine. Recent headlines included “What is NATO hiding from us?” and “Europe’s inevitable collapse.”
Alleged links between the organizations
The Israel-based International Burke Institute was alleged to be linked to Dor Moriah, a charity operated by Israelis of Russian and Ukrainian origin. Der Spiegel also wrote that Dor Moriah was alleged to have ties to Russia’s Foreign Ministry.
The International Burke Institute and Dor Moriah did not respond to the magazine’s requests for comment.
