Israeli Prime Minister Netanyahu announced that they had rejected the 15-point roadmap prepared for the transition to the second phase of the ceasefire in Gaza. Netanyahu made the announcement at the opening of the weekly cabinet meeting.
According to Netanyahu’s statement, the Israeli army will not withdraw from the areas it occupies in the Gaza Strip until Hamas is completely disarmed. Netanyahu said he wanted all weapons, including heavy and light arms, to be surrendered, adding that the disarmament must be genuine rather than merely symbolic.
Disarmament talks with Washington
Netanyahu said talks were being held with the US administration on disarming Hamas, adding that they considered some of Washington’s proposals acceptable and others unacceptable.
Netanyahu said he regarded US President Donald Trump as one of his friends at the White House and argued that Israel could take a position even against its closest friends when its security was at stake.
Iran and Lebanon
Speaking about Iran, Netanyahu argued that Iran would not be able to acquire a nuclear weapon as long as he remained prime minister.
Netanyahu also addressed the Israeli army’s attacks continuing in southern Lebanon despite the ceasefire. He claimed that the Israeli army was carrying out attacks in the area and targeting Hezbollah members at Ali Tahir Hill in Nabatieh Governorate.
Statements by the parties on the second phase
Nikolay Mladenov, the High Representative of the Gaza Peace Council, had announced that Hamas had accepted the detailed roadmap for implementing the second phase of the ceasefire agreement.
Donald Trump had also announced that the Peace Council had reached an agreement with Hamas and other armed groups in Gaza on laying down their weapons.
Hamas had said that, together with Palestinian groups, it viewed the negotiation process and the mediators’ proposals for completing the second phase positively. The group identified an end to Israel’s attacks and the preparation of a timetable for the issues agreed upon as its primary conditions.
Hamas had also linked the implementation of the second phase to Israel’s fully fulfilling its obligations under the first phase of the ceasefire. The National Committee for the Administration of Gaza had announced that it had completed its institutional and operational preparations to take over the administration of the Gaza Strip.
First phase began on October 10, 2025
The first phase of the ceasefire agreement in the Gaza Strip took effect on October 10, 2025. The agreement provided for a prisoner exchange and increased the entry of humanitarian aid.
Despite the ceasefire, Israel’s attacks and restrictions on the entry of aid into Gaza continued.
