Talatbek Masadykov, secretary-general of the Collective Security Treaty Organization (CSTO), said Armenia’s failure to pay its membership contributions could lead to the issue of its expulsion from the organization being raised.
Masadykov said Armenia has not paid contributions to the CSTO budget since the beginning of 2024. He noted that the situation falls under Article 20 of the organization’s charter. Armenia announced in 2024 that it was freezing its participation in the CSTO.

Article 20 of the CSTO charter stipulates that when a state fails to fulfill its obligations under the charter, including paying contributions, its participation in the work of the organization’s bodies may be suspended. The same article also allows for a decision to expel a country from the CSTO. When such decisions are made, the vote of the state concerned is not taken into account.
Masadykov said the situation involving Armenia could be brought before the CSTO Collective Security Council, which is expected to meet in Moscow on November 11, 2026.
