This page is for Turkish citizens who will work in Russia as engineers, managers, academics, and other specialists with high salaries. Highly qualified specialist (высококвалифицированный специалист, ВКС) status provides a quota-free, fast, and long-term work permit; your family also benefits from this status. Below you will find the 2026 salary thresholds, application steps, fees, family rights, and the new thresholds that will enter into force on March 1, 2027. For the general work permit process, see R3.1.

- branches and representative offices of foreign companies accredited in Russia
- certain sports organizations and federations, for specific positions
- The employer must not have an unpaid administrative fine for violating rules on employing foreign nationals or their stay. There must also be no ban on employing ВКС specialists.
Benefits of ВКС status
- No quota: annual quotas for foreign nationals do not apply to ВКС specialists.
- No employer permit: the employer does not need to obtain a separate permit to employ foreign nationals (разрешение на привлечение и использование иностранных работников).
- No language certificate: a certificate in Russian, history, and law is not required for the work permit.
- Long-term permit: the work permit is issued for the duration of the contract, for up to 3 years, and may be extended repeatedly.
- Long-term visa: the work visa is issued for the duration of the contract, for up to 3 years.
- Easier migration registration: migration registration is not required during the first 90 days after entry. If you travel elsewhere for less than 30 days while registered, registration is not required there either.
- Residence permit: if you wish, you may obtain a residence permit (ВНЖ) valid for the duration of the permit; a language certificate is not required for this either.
Step-by-step process
- The employer applies. The application is submitted through Gosuslugi or to the migration department of the Russian Ministry of Internal Affairs. An approved company account and a qualified electronic signature (УКЭП) are required to apply through Gosuslugi.
- The fee is paid: 5,000 rubles for the work permit.
- Review: no more than 14 business days. For innovation science and technology centers (ИНТЦ), 30 business days.
- Document verification: the invitation from the Ministry of Internal Affairs is sent to the personal account. The employer's representative goes to the Ministry of Internal Affairs with the original documents.
- Visa: if you are in Türkiye, the employer also requests an invitation if necessary. With the invitation, you obtain a work visa from the Russian consulate in Türkiye (see R3.1 and R1.5). A ВКС who entered Russia with a work visa may obtain a work visa through Gosuslugi without leaving the country.
- Receiving the permit: only the specialist personally may receive the permit, using an identity document. The period is 30 calendar days from the decision. This period may be extended for a valid reason.
- After entry: fingerprinting and photograph registration and a medical examination within 30 days (see R2.3). Migration registration after the first 90 days (see R2.1).

Changing on March 1, 2027: new salary thresholds
- Federal Law 241-FZ dated July 26, 2026 rewrote the definition of ВКС. The new rules enter into force on March 1, 2027.
- The new text contains only two thresholds:
- scientists and teaching staff invited to conduct research or teach in state-accredited programs: 358,500 rubles per month
- all other ВКС specialists: 717,000 rubles per month
- These amounts will be indexed every year according to the increase in average wages in the previous year.
- Transitional provision: foreign nationals who obtained a ВКС permit before March 1, 2027, will be able to obtain a work permit under the general rules, or a patent for visa-free nationals, without leaving Russia. Those who entered with a visa will be issued a multiple-entry work visa for the duration of the new permit at the employer's request.
Discuss this with your employer now: Together with your employer, assess how the new thresholds will apply to applications and extensions submitted after March 1, 2027. Consult a lawyer if your situation is complicated.
Presenting yourself as a ВКС and an interview visa
- You may present yourself as a ВКС to a Russian embassy or consulate with an application demonstrating your experience. Your information will be published on the website of the Ministry of Internal Affairs.
- In this case, based on a written offer from an employer, a business visa valid for up to 30 days may be issued for a job interview. No invitation is required; you must demonstrate that you have enough money to stay in Russia.
Common mistakes
- Calculating the salary as a monthly gross amount and failing to meet the requirement of 750,000 rubles per quarter.
- Failing to receive the permit within 30 days.
- Missing the 30-business-day period to look for a new employer after the contract ends.
- Leaving the extension application until the final 30 days.
- Making long-term plans without taking into account the thresholds after March 1, 2027.
