Former Dagestan leader Sergei Melikov is the new figure who will represent the Bryansk region in Russia’s upper house, the Federation Council. The decree on his appointment was signed by Bryansk Governor Yegor Kovalchuk.

Melikov, a member of United Russia, replaced Vadim Dengin, a member of the far-right Liberal Democratic Party of Russia (LDPR) who ran for the lower house, the State Duma, in this month’s elections.
Melikov’s second term in the Federation Council
Melikov first entered the Federation Council in 2019–2020, representing the southern Stavropol region. After that post, Russian President Vladimir Putin appointed him head of Dagestan.
The Federation Council, which consists of regional representatives and members appointed by the president, operates as a legislative chamber whose members are not elected.

His tenure in Dagestan ended in May
Melikov, who served as a senior military official during the First Chechen War, resigned in May after floods caused extensive destruction and loss of life in mountainous Dagestan.

Melikov, who was appointed to help stabilize Dagestan, struggled to resolve the republic’s chronic infrastructure problems, reflected in frequent power outages and poor road conditions.
