European Union foreign ministers will address the 21st sanctions package prepared against Russia at a meeting in Luxembourg on Monday, June 15.
The first agenda item will focus on Russia's ongoing war against Ukraine. Ministers are expected to evaluate steps to increase pressure on Moscow.
Ukraine's Foreign Minister Andrii Sybiha will also join the discussion via video conference, allowing Kyiv to directly participate in the debate over the new sanctions package.
Contents of the New Package
The draft package presented by the European Commission this week is expected to include new restrictions targeting Russia. The draft proposes banning former Russian combatants who fought against Ukraine from entering the European Union.
According to diplomatic sources, the package also includes measures aimed at further isolating Russia internationally. Within this framework, the impact and scope of sanctions will be reassessed in EU capitals.
Timeline and Approval Process
For the 21st sanctions package to take effect, it must be unanimously approved by the European Union Council. Therefore, the June 15 meeting is critical for shaping the political text.
Sources indicate the goal is to have the package approved by July 15. This deadline coincides with the scheduled update of the "price cap" regulation on Russian oil.
The internal EU evaluation will consider the course of the war, economic pressure on Moscow, and the feasibility of implementing new restrictions together.
