This page is for Turkish citizens living in Ukraine with a residence permit. A foreigner who obtains a residence permit must register their address in the settlement register within 30 calendar days. According to the Diia portal, foreigners with a residence permit complete this procedure in person at an administrative service center (ЦНАП). Below you will find who must apply, when, with which documents, and the 2026 fees.

Who declares their address, and when?

  • A foreigner legally residing permanently or temporarily in Ukraine must declare or register their address within 30 calendar days after arriving at their new address.
  • For foreigners, the 30-day period also begins on:
    • the day they receive their permanent or temporary residence permit
    • the day they receive a refugee, complementary protection, or temporary protection document
    • the day they deregister from their previous address
  • Parents register the address of children under 14 within the same period. For a newborn child, the period is 3 months from registration of the birth.
  • You may be registered at only one address at a time.

War is ongoing in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye asks citizens not to travel to Ukraine unless necessary because of the war that has continued since February 24, 2022. The Embassy in Kyiv reiterated this warning on June 16, 2025. Martial law (воєнний стан) is in force in the country. Read the Embassy’s latest announcement before departing (see U0.1).

Declaration or registration?

  • There are two procedures in Ukraine:
    • declaration of place of residence (декларування місця проживання): an electronic form on the Diia portal. This is possible only for private homes registered in the State Register of Real Property Rights (Державний реєстр речових прав) and in dormitories approved by the administration.
    • registration of place of residence (реєстрація місця проживання): by submitting a paper application to the registration authority or ЦНАП. It applies to housing of any type of ownership.
  • The Diia portal states that foreigners with a residence permit must register their address in person at ЦНАП.
  • Electronic declaration requires a Ukrainian tax number (РНОКПП) and a qualified electronic signature (КЕП) or Diia signature. The homeowner also provides consent by electronic signature.

  6. To prove your registration, obtain an address certificate from the settlement register (витяг з реєстру територіальної громади). This document is free of charge. It is requested for procedures such as obtaining an immigration permit and replacing a card.
  7. When moving, deregistration from the old address and registration at the new address can be completed at the same time. In this case, the fee is charged once.

Common mistakes

  • Trying to submit an online declaration through Diia and wasting time. Foreigners with a residence permit apply in person at ЦНАП.
  • Missing the 30-day deadline. The fee increases and there is a risk of a fine.
  • Going to ЦНАП without obtaining the homeowner’s consent.
  • Failing to have the passport translation certified.
  • Failing to register the new address after moving.
  • Failing to obtain the address certificate (витяг). It is requested in subsequent immigration procedures.

Frequently asked questions

  • I am staying at a hotel as a visa-free tourist. Do I need to declare my address? The law imposes the 30-day obligation on foreigners who reside permanently or temporarily in Ukraine, that is, those who hold a residence document. The registration mark stamped in short-term visitors’ passports at the border is valid throughout Ukraine.
  • I do not have a lease agreement. Is the homeowner’s consent enough? Yes. If there is no document, registration is completed with the homeowner’s consent.
  • I see different amounts in the Diia guide. Which one is correct? Some cards in the Diia service guide still show the previous year’s amounts (45.42 and 75.70 hryvnias). The 2026 amounts on the service page of the Diia portal are 49.92 and 83.20 hryvnias.
  • How do I prove my address? With an address certificate (витяг) obtained from the settlement register. It is issued free of charge by ЦНАП.
  • How do I register the address of my child born abroad? According to Diia, you apply in person at ЦНАП. A notarized Ukrainian translation of the foreign birth certificate is required. Under the law, the address of a child under 10 is the address of the parent with whom the child lives.
