Diia and digital government services

IN SHORT

A bank account in Ukraine and BankID are required to log in to the Diia application.
Residence cards with a chip issued after 25 April 2018 can be added to Diia.
Foreigners can create Diia.Signature with a biometric residence card.
Digital documents in Diia have the same legal force as plastic documents.

Diia (Дія) is the Ukrainian government's e-services portal and mobile application. This page explains the extent to which Turkish citizens residing in Ukraine can use Diia, how to add a residence card to the application, electronic signatures, and the main e-services useful to foreigners. In most cases, a Ukrainian tax number, bank account, and biometric residence card are required to use Diia.

What is Diia, and to what extent can foreigners benefit from it?

  • Diia consists of three parts:
    • web portal: diia.gov.ua
    • mobile application (App Store and Google Play)
    • official registry of government services: guide.diia.gov.ua
  • An electronic signature is required to register on the portal.
  • You log in to the application using BankID. To use BankID, you must have an account at a Ukrainian bank.
  • Most digital documents in the application belong to Ukrainian citizens: identity card, international passport, tax number card, driving licence, vehicle registration certificate, and vehicle insurance.
  • There is an e-residence card for foreigners. The Ministry of Digital Transformation (Мінцифри) announced on 1 September 2022 that foreigners' temporary and permanent residence cards (посвідка на тимчасове / постійне проживання) had been added to the application.
  • Foreigners with an e-residence card can create a Diia.Signature and use the application's other services.

Security warning: War and martial law (воєнний стан) are ongoing in Ukraine. The Ministry of Foreign Affairs of the Republic of Türkiye advises citizens not to travel to Ukraine unless necessary. Read the warning from the Embassy of the Republic of Türkiye in Kyiv before setting out. Embassy emergency hotline: +380 63 211 47 65.

Electronic signature: QES and Diia.Signature (Дія.Підпис)

  • A qualified electronic signature (КЕП — кваліфікований електронний підпис) is required to register on the Diia portal and for many e-services.
  • You obtain a QES from an accredited key certification centre. Required items:

    • your passport details
    • your tax number
  • The Ministry of Internal Affairs and the State Tax Service issue QESs free of charge. Some banks also issue them free of charge to their customers.
  • Diia recommends storing the signature key on removable media (for example, a USB flash drive).
  • Diia.Signature is a qualified electronic signature created within the application. It allows you to sign documents in the application and online. To create it:
    1. Go to Menu → Diia.Signature → "Activate Diia.Signature".
    2. Scan the number of your identity card, international passport, or biometric residence card.
    3. Hold the document against the phone and scan the data.
    4. Verify your identity with a photo.
    5. Set a 6-digit code.
  • You can deactivate Diia.Signature from the menu. Logging out of the application, deleting the application, or deleting connected devices also revokes the signature.
