This page is for Turkish citizens who will cross the Ukrainian border by road, rail, or ferry. It explains which crossings are operating, how border checks are conducted, fingerprint and immigration card rules, customs limits for cash and goods, and closed routes. Separate rules for those who also have Ukrainian citizenship are provided here.
Which borders can be used to enter?
- There are 236 border crossings and checkpoints registered on Ukraine's borders: 204 border crossings and 32 checkpoints. The Cabinet of Ministers may close or temporarily close a crossing.
- Today, travelers use crossings on the borders with Poland, Slovakia, Hungary, Romania, and Moldova. Airport crossings are closed (see U0.2).
- You can see which crossings are open, their type (automobile, rail, pedestrian, ferry), and their congestion on the State Border Guard Service's interactive map.
- Almost all crossings on the borders with Russia and Belarus appear as "closed" on the map.
War and martial law continue in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye asks citizens not to travel to Ukraine unless necessary (Embassy in Kyiv, 16 June 2025). Before setting out, check the Ministry of Foreign Affairs travel advisories and the announcement of the Embassy in Kyiv.
How are checks conducted at the border?
- During border control, your documents and your right to enter Ukraine are checked. Your vehicle, cargo, and belongings may be inspected.
- On entry, border control is conducted before the other checks; on exit, it is conducted after all other checks.
- An "Entry" (В'їзд) stamp is placed in the foreigner's passport or immigration card. Your information is entered in the register. With this registration, you may stay for up to 90 days within a 180-day period (see U1.1).
- Valid documents for crossing the border:
- passport
- chip-enabled Turkish Republic identity card for Turkish citizens (see U1.1)
- return document issued by the consulate if you lost your passport in Ukraine
- Foreigners who do not meet one of the entry requirements are not allowed to cross the border.
Biometrics: fingerprints
- Since 1 January 2018, Ukraine has recorded foreigners' biometric data during border control.
- On the first entry, the prints of the five fingers of the right or left hand are scanned at the airport and land crossing.
- For travelers arriving by train, the check is conducted in the carriage and the index finger print is scanned.
- On subsequent entries, your identity is verified using one to four fingerprints.
- If you travel via the EU, a facial photograph and four fingerprints are also taken at the Schengen border (see U0.2).
Immigration card (імміграційна картка)
- A separate immigration card must be completed for each person, including children.
- You can complete the card at the border crossing, on international transport, or by downloading and printing the form from the State Border Guard Service website.
- The card must be completed by the document holder. It must be written in Latin capital letters, in black, blue, or purple ballpoint pen or ink, without erasures or corrections. Dates and numbers must be written in numerals.
- For persons with disabilities or young children, the accompanying person may complete the card.
- Complete items 1–12 of the "Entry" section and items 1–5 of the "Exit" (OUT) section, and sign both.
- Do not lose the "Exit" section. If you lose it, submit a written application to the State Border Guard Service's Main Center for Special Information Processing to prove that you complied with the stay rules: 26 Volodymyrska Street, 01601 Kyiv.
Customs: cash and goods
- Cash: no written declaration is required if the total of hryvnia, foreign currency, and precious metals is less than the equivalent of 10,000 euros. If the total is equal to or greater than 10,000 euros, a written declaration is mandatory. The calculation is made using the National Bank of Ukraine exchange rate on the day you cross the border.
- Goods you may take through the green corridor:
- personal belongings such as two mobile phones, one video camera, one camera, and two laptops
- goods whose total value does not exceed 1,000 euros at air crossings, 500 euros at other crossings, and 50 kg
- food worth no more than 200 euros for personal consumption
- no more than five packages of each medicine or the amount specified in the prescription, except medicines containing narcotic or psychotropic substances
- If you exceed these limits, use the red corridor and submit a written declaration.
- On departure from the country, no written declaration is required for goods with a total value not exceeding 10,000 euros, except goods whose export is prohibited.
- For customs rules when returning to Türkiye, see O1.8.
Closed routes and "temporarily occupied territories"
- Under Ukrainian law, foreigners may enter and leave areas that Ukraine defines as "temporarily occupied territories" (тимчасово окупована територія), including Crimea, only with special permission from the Migration Service and through entry-exit control checkpoints.
- Visa-free foreigners may be in Crimea only if they entered through Ukraine's operating border crossings and an entry mark was placed in their passport or immigration card.
- Documents for applying for special permission: application, passport, document proving your lawful presence in Ukraine, Ukrainian translation of the passport's personal-data page, documents showing the purpose of entry, proof of sufficient financial resources, and three 3.5 × 4.5 cm photographs.
- Consequences of entry and exit in violation of the rules:
- under the Code of Administrative Offenses, a fine of 100–300 НМДГ (1,700–5,100 hryvnia) or administrative detention for up to 15 days
- if carried out with the aim of harming the interests of the state, restriction of liberty or imprisonment for up to three years under Article 332-1 of the Criminal Code
- a foreigner who attempts to enter without authorization through a checkpoint, or who exited the country through a checkpoint during a previous stay, may be denied permission to enter Ukraine
- Transit by foreigners through these areas is prohibited.
If you also have Ukrainian citizenship
- If you also have Ukrainian citizenship, the following rules at the border may apply to you:
- Since 17 July 2024, the State Border Guard Service has checked the military registration document of all male Ukrainian citizens aged 18–60 when they leave the country. Departure is not permitted without the document.
- Those with a deferment from military service and those removed from military registration for health reasons may leave with a document showing this information. The groups permitted to leave under the border rules have not changed.
- Under Article 33 of the Constitution of Ukraine, a Ukrainian citizen's entry into Ukraine may not be restricted for any reason.
- For dual citizenship rules, see U5.3.
Crossing by bus, truck, or car
- The electronic queue system єЧерга (e-Queue) operates for passenger and freight carriers. The State Border Guard Service website contains instructions for passenger and freight carriers and information about crossing congestion.
- According to the Consulate General of Türkiye in Odesa, new rules for TIRs have applied since 24 November 2025:
- While retaining its place in the queue, a driver may postpone entry to the border for each TIR by 4, 6, 8, or 10 hours, once every 60 days.
- Entering incorrect information, arriving at the border without registering in the system, registering as empty but arriving loaded, or canceling a reservation twice in succession may automatically prevent that TIR from making reservations for 14 days.
- If you will enter in your own car, see U7.4 for the rules on driving with a Turkish driver's license.
Penalties for violating border rules
- Crossing the border outside a crossing, crossing without documents or with a document containing incorrect identity information, or attempting to do so: a fine of 100–200 НМДГ (1,700–3,400 hryvnia) or administrative detention for up to 15 days (Article 204-1 of the Code of Administrative Offenses).
- If committed by a group or repeated within one year: 200–500 НМДГ (3,400–8,500 hryvnia).
- 1 НМДГ = 17 hryvnia. For penalties for exceeding the permitted stay, see U1.1 and U2.4.
