This page is for Turkish citizens and Turkish companies considering working on or obtaining contracts for reconstruction (відновлення) projects in Ukraine. There is no separate visa or work permit type for these projects; general rules apply. Below you will find permit pathways for employees, tender and project resources for companies, and important safety considerations.
Safety first
- War is ongoing in Ukraine and martial law is in effect. Learn about the security situation in the area where you will work before setting out.
- See U0.3 for air-raid alarm, shelter, and curfew rules.
- No procedures are carried out at DMS offices during an air-raid alarm.
- See U9.1 for carrying documents and inspections. See U9.2 for prohibitions on photographing military and critical facilities.
- See O2.1 for emergency numbers.
War is ongoing in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye asks citizens not to travel to Ukraine unless necessary because of the war that has continued since 24 February 2022. The Embassy in Kyiv reiterated this warning on 16 June 2025. Read the Embassy’s current announcement before setting out (see U0.1).
Is there a permit specifically for reconstruction?
- There is no type specifically for reconstruction among the residence grounds under the Law on Foreigners and the permit types under the Employment Law.
- You use one of the general pathways below to work.
- All of them require a D visa in Türkiye, a temporary residence card in Ukraine, and address registration within 30 days (see U2.1 and U2.5).
Pathways for Turkish citizen employees
- Working for an employer in Ukraine: the employer obtains a “foreign paid employee” permit for you; valid for up to 2 years (see U3.1).
- Assignment by a Turkish company: the Turkish company sends you under a work or service contract with a Ukrainian company. The Ukrainian party obtains a “seconded foreign employee” permit; valid for up to 3 years. The application requires the contract between the two companies and a document showing your employment relationship with the Turkish company.
- Intra-company transfer: the Turkish company transfers you to its company in Ukraine; valid for up to 3 years.
- Branch or representative office of a Turkish company in Ukraine: employees of registered branches and representative offices may work without a work permit. The temporary residence card is issued based on an official letter from the branch. The branch’s invitation is also used for the D visa.
- International technical assistance projects: employees working on registered projects may work without a permit. The residence card is issued for the duration of the project. A letter from the institution benefiting from the project and a certified copy of the project registration card are required.
- As a founder or investor: if you hold a share worth at least EUR 100,000 in the capital of a company registered in Ukraine, you may obtain a two-year temporary residence permit.
For companies: tenders and project resources
- Prozorro (public procurement system): public tenders in Ukraine are conducted through this system. Under the Public Procurement Law, resident and non-resident participants may participate on equal terms. The contracting authority may not impose discriminatory conditions.
- 5 steps to become a supplier on Prozorro:
- choose one of the authorized electronic platforms (майданчик)
- register in the system through that platform
- find the tender on the Prozorro portal, on the platform, or in the analytics module
- pay the participation fee
- upload your bid with its documents and sign it with a qualified electronic signature
- Participation fee: since 7 June 2026, 0.3% of the initial price offer; up to 3 subsistence minimums (in 2026, 9,984 hryvnias).
- Procurement financed through loans or grants from institutions such as the World Bank, the European Bank for Reconstruction and Development, and the European Investment Bank is conducted according to those institutions’ own rules.
- DREAM: Ukraine’s public investment management system. The planning and implementation of projects can be monitored openly by everyone. The single project pool and sector pools are published here.
- Ministry of Reconstruction, Infrastructure and Transport (Міністерство з відновлення, інфраструктури та транспорту): policy and financing programs; repair programs supported by the European Investment Bank.
- Reconstruction Agency (Агентство відновлення): the state agency implementing projects. It has a central procurement unit.
- Ukraine Reconstruction Plan (План відновлення України): national programs and objectives.
- UkraineInvest: the government’s investment support office.
- Registration of a foreign company branch: the fee for state registration of a separate unit (відокремлений підрозділ) of a foreign company in Ukraine is 1 subsistence minimum (in 2026, 3,328 hryvnias). For an electronic application, 75% of this amount is charged.
- Türkiye–Ukraine Free Trade Agreement: entered into force on 1 October 2026. Customs duty reductions in trade in goods will apply from 1 January 2027 (see U8.3).
Checklist before signing a contract
- Make sure that your employer or the Ukrainian partner company is registered and active in the company register (ЄДР). A permit is not granted for an employer that is not registered in the register or has been liquidated.
- Document your work permit or permit exemption (branch, technical assistance project) in writing.
- Check that the conditions in your employment contract are the same as those in the draft submitted with the permit application.
- Insurance: Ukraine is not among the countries with which Türkiye has signed a social security agreement (see O1.5). Clarify your contribution status before signing the contract.
- Tax: see U8.2 for the Türkiye–Ukraine double taxation avoidance agreement.
- See U7.1 for wage payments and foreign exchange rules.
- Keep copies of your passport, residence card, and permit documents both with you and electronically.

Common mistakes
- Looking for a separate document called a “reconstruction visa.” General work and residence rules apply.
- Failing to conclude a written contract with the Ukrainian partner when being sent by a Turkish company. The secondment permit is based on this contract.
- Entering visa-free for 90 days and starting to work on the project.
- Trying to send employees under the “branch employee” exemption when there is no branch registered in Ukraine.
- Going to the construction site without learning the security and shelter rules.
- Looking only at Prozorro rules in tenders financed by international organizations. The financing institution’s rules apply to these tenders.
Frequently asked questions
- I am a Turkish construction company. Can I participate in public tenders in Ukraine? Yes. Under the Public Procurement Law, non-resident participants may also participate on equal terms. You must register on an authorized platform on Prozorro.
- How can I bring my employees? If you have concluded a contract with a Ukrainian company, the “seconded foreign employee” permit is used. If you have a branch registered in Ukraine, branch employees may work without a permit. In both cases, a D visa and a temporary residence card are required.
- Where can I follow projects? In the DREAM system, on Prozorro, and on the website of the Reconstruction Agency.
- In which country will I pay my insurance contributions? Since there is no social security agreement between the two countries, the situation varies according to the type of contract. Consult SGK and an expert (see O1.5).
- What does the Türkiye–Ukraine FTA provide for me? Customs duty reductions in trade in goods begin on 1 January 2027 (see U8.3).
